WHA Global Parliamentary Forum
From Commitment to Action: Advancing Parliamentary Leadership for the WHO Pandemic Agreement Implementation and Sustainable Financing for Health
Co-organized by the World Health Organization (WHO) and the Inter-Parliamentary Union (IPU), the WHA Global Parliamentary Forum is an annual platform dedicated to parliamentary engagement at the WHA. It fosters sustained dialogue, shared learning, and alignment between global health commitments and national action.
This year’s forum will focus on two priority areas:
WHO Pandemic Agreement Implementation – The Agreement was adopted by Member States in May 2025. With the finalization of the Pathogen Access and Benefit Sharing (PABS) Annex still underway, the forum will support parliamentarians in preparing for its future ratification and implementation — including through enabling legislation, budget allocation, and oversight.
Sustainable Financing for Health, including through Health Taxes — Parliaments play a critical role in mobilizing domestic resources, approving health budgets, and advancing strategic tools such as health taxes to build resilient health systems and ensure equitable access to health services.

Parliaments are essential to:
- Translate global agreement into national law
- Ensure sustainable financing
- Strengthen accountability and oversight
